The enterprise AI governance market is expected to reach $11.05 billion by 2036, up from $2.2 billion in 2025, according to Future Market Insights — but the more revealing number is this: 74 percent of companies expect to be using autonomous agents at least moderately within two years, while only 21 percent report having a mature governance model for those agents today. That gap — three and a half times more adoption ambition than governance maturity — is not a statistic. It is a business opportunity, and the companies selling compliance infrastructure are already collecting.
Ernst & Young reported a 30 percent rise in AI-related services revenue in 2025 driven in part by governance work, Business Insider reported. Norm AI, a New York-based regtech startup, raised a $27 million Series A in June 2024 specifically to build what its founder called "the compliance layer for autonomous AI," FinTech Futures reported. Gartner projects that fragmented AI regulation will drive compliance spending from $492 million in 2026 to over $1 billion by 2030, according to Gartner's February 2026 press release. The numbers are directional, not precise — market sizing in emerging compliance categories tends to be more aspiration than analysis — but the signal is consistent across independent sources: enterprises are buying governance infrastructure before they have any idea what they are governing.
The primary source anchoring this story is the Deloitte State of AI report, published in January 2026, based on a survey of more than 3,000 director to C-suite-level leaders with direct involvement in their companies' AI initiatives. The State of AI in the Enterprise is broad, not deep — Deloitte publishes these surveys annually and the sample is self-reported — but the directional consistency across years is what makes it useful. In 2024, the conversation about agentic AI governance was theoretical. In 2026, it is a line item.
The 21 percent figure is the interesting one. One in five companies reporting a mature governance model for autonomous agents sounds low until you ask what "mature" means in this context. Deloitte did not publish its methodology for assessing governance maturity, and in our read, the gap between aspirational adoption and actual governance infrastructure is the more reliable story than the headline percentages. Enterprises know they are buying agents. They are less certain what they are buying into.
What they are buying into, in practice, is a compliance surface area that does not yet have defined edges. Agentic systems act across multiple steps, make decisions that cascade, and generate outputs that may not be attributable to a single prompt. Traditional AI governance frameworks were built for point-in-time decisions: a model classifies this image, a chatbot responds to this query. Agents require something closer to operational governance — who is responsible when a multi-step agentic workflow produces a bad outcome, how do you audit a chain of decisions that may have involved seventeen tool calls, what does "human in the loop" mean when the loop is running at 3 a.m. without one?
This is not a philosophical question. It is a contractual one. Enterprises deploying agents are renegotiating liability clauses with insurers, updating vendor contracts with agent-specific indemnification language, and in some cases discovering that their existing errors and omissions policies do not cover autonomous agent behavior. A governance model that works for a chatbot does not work for an agent that can move money, approve transactions, or modify system configurations. The 73 percent of respondents who cited data privacy and security as their top AI risk concern reflects the practical anxiety, not the theoretical one.
The compliance-industrial complex forming around this problem is a distinct business category. It includes the Big Four consulting firms repositioning their AI risk practices, regtech startups raising venture capital specifically to address agent governance gaps, and platform vendors building governance tooling into agent development frameworks. Gartner's framing captures the regulatory tailwind, but the more immediate driver is operational: enterprises cannot insure, contract, or audit what they cannot define.
Norm AI's Series A is a useful data point precisely because it is early-stage and unfunded by a strategic investor. The problem it describes is real. Regulators in the EU, UK, and increasingly US states are developing frameworks that will require enterprises to demonstrate governance of autonomous systems. The compliance deadlines are not imminent, but the procurement cycles are: enterprises begin purchasing governance infrastructure twelve to eighteen months before regulatory deadlines, not after.
The gap between adoption and governance maturity is, in this framing, not a risk story. It is a market timing story. The companies selling governance infrastructure have a window in which their customers are motivated by aspiration rather than enforcement. That window does not stay open indefinitely.
What remains unresolved in this market is whether governance infrastructure will be a durable business or a transitional one. If agents become more reliable, more interpretable, and more self-documenting, the need for external compliance tooling may diminish. The counterargument is that the complexity of enterprise AI deployments — multi-vendor stacks, custom fine-tunes, agents acting across jurisdictional boundaries — creates a governance problem that scales with adoption rather than resolving as adoption increases. The Deloitte data does not answer this question. It documents that the question exists and that the market believes the answer is: buy the tooling now, figure out whether you still need it later.
The story here is not that agents need governance. That is settled. The story is who gets paid to provide it — and whether the compliance-industrial complex turns out to be a more reliable business than the agents it governs.
